The Network Services agreement has been extended by the maximum two (2) year period, so the expiry date is now midnight on 26th July 2019.
The extension is in place to support the Crown Commercial Service strategy for retention of existing business and maximising the potential of the agreement in line with our forecast growth profile. It will also align the agreement term with both key strategic projects and customers in train procurements, whilst maintaining a regulatory compliant route to market which delivers value for money and access to a range of capable and innovative suppliers. The Network Services agreement provides customers with access to networks and telecommunications services, including PSN compliant services. It provides savings, choice and flexibility for all publicly funded organisations; whilst ensuring compliance with the wider government technology strategy through our ongoing engagement with the Government Digital Service (GDS).
It provides access to specialist suppliers who can deliver the services under the 10 individual lots, as well as suppliers who can provide multiple services across a number of lots. The ability to appoint an agent to procure on your behalf, from this agreement, provides additional flexibility for complex requirements.
The break down of services into separate lots and a focus on core components within those lots has encouraged the participation of more small businesses providing niche solutions.
The agreement is divided into 10 lots, brief descriptions of which are shown below, but in all cases the scope is not limited to the description provided. Each lot contains a core component which must form part of your requirement, further details on the core component and supplementary services for each lot can be found in the documents tab, Schedule 2 Lot Structure.

Direct award is available on all lots of the agreement. Service offers can be found in the technology catalogue on the Government eMarketplace. Call off contracts can be awarded with the direct award order form and direct award and short form further competition call off terms which are available on the documents tab.
Short form further competition is suitable where you do not want to amend call off terms and your requirement can be met through one lot of the agreement. General further competition offers maximum flexibility and the ability to run cross lot competitions. The general further competition order form and template call off terms should be used for this procurement route.

Data access services:
Ranged connectivity services enabling site-to-site or site-to-cloud interconnectivity. Includes terrestrial, wireless and satellite solutions, network security, equipment, support, connectivity circuits, IP connectivity, ISP and internet services, broadband routing, home and teleworker packages and online storage.
Local connectivity services:
Single site connectivity including LAN equipment, SAN equipment, wired or wireless connectivity. Scope also includes specialised power solutions, managed equipment rooms, monitoring, audit and testing services, security and operational management solutions and optimal equipment operation services.
Traditional telephony services:
Voice services enabling local traditional telephony equipment to be connected to the PSTN. Includes traditional voice connectivity, voice call packages, SIP trunks, DDI ranges and CPS services. The scope of this lot also includes the on-boarding and management and maintenance of existing legacy equipment estates with support for transitioning to new solutions at end of life.
Inbound telephony services:
Inbound call management services for established local call centre functions including non-geographical numbers e.g. 03xx, 05xx, 08xx and 09xx numbers.
IP telephony services:
End-to-end IP telephony services with the ability to connect to the PSTN. The solutions under this lot are strictly IP based and include voice call packages, DDI ranges, messaging services, contact-centre functionality, speech recognition software, automated call distributions, intelligent voice response and specialist administrative and reporting tools.
Mobile voice and data services:
Mobile voice and/or data services, including voice calls, SMS, voicemail services, mobile data connectivity, mobile e-mail services, mobile data applications, value added mobile services and mobile device management.
A range of paging and mobile messaging services including bureau services.
Traditional and IP based conferencing services and the provision of all elements of a complete solution. This lot includes consultancy and training services, software management tools, call recording, analysis tools, peripheral equipment and transcribing and translation services.
Audio-conferencing services including call recording, playback, analysis tools, the ability to reserve and pre-book, DDI numbers, coded access references peripheral equipment, software, management tools, security access products, collaboration tools and transcribing and translation services.
The provision of integrated communications solutions to provide a consistent user interface across a range of end-user devices. This lot incorporates components from lots 5, 6, 8 and 9.
Agency services: The ability to appoint an agent is only available via a general further competition where your requirements include a core component from one or more of the ten lots of the agreement. Agency services is not a lot in its own right and can only be procured as an additional requirement to one or more of the ten agreement lots detailed above. Agency services can be provided by the suppliers listed under Agency services in the lot details tab below.

- Flexible contract lengths: to enable flexibility of solution design and reduce costly, lengthy tie ins
- Migration path: from legacy technology and service solutions
- Access to new and emerging technologies: from a broad range of suppliers which will deliver significant savings over the life of the agreement
- Flexibility and choice: lot structure and the diversity of suppliers gives scope for flexible competitions and the opportunity for niche suppliers to bid
- Legality: the agreement is fully compliant with EU procurement regulations reducing both procurement risk for you and bureaucracy in the procurement process
- Pre-defined terms and conditions: terms and conditions of contract have been established and all suppliers have signed and accepted this agreement and the call-off terms. You are able to propose your own special terms provided there is no material amendment to the agreement terms
This agreement offers you a range of ordering procedures to reduce the cost of your procurement. You can place direct award orders for more straightforward requirements by using the technology catalogue on the Government eMarketplace. For more complex needs, and where you require suppliers to propose solutions, call-off contracts can be awarded via a further competition process, in which all suppliers will submit a priced solution against a detailed statement of your requirements.

Cashable savings are calculated against a 2014/2015 baseline. If this is not possible we use baseline costs which will be established by using the previous annual price paid for your service prior to using the agreement.
With a good selection of suppliers in each lot you will achieve best value for money and demonstrable savings either through the further competition process or the competitive catalogue for direct award.
Non-cashable savings will be realised through reduced procurement timescales and the ability to run competitions across lots to reduce the number of procurements required.
The number and diversity of suppliers will lead to innovative solutions and increased competition in the bidding process. The direct award option via the technology catalogue will significantly reduce procurement costs by removing the need to run a further competition.
The agreement replaces three existing arrangements: RM860 PSN Connectivity, RM1498 PSN Services and RM1035 Telephony Services; and provides a path for customers to migrate services from a number of legacy in-scope arrangements.
