Traffic Management Technology 2

Description

This framework agreement gives you access to a wide range of traffic management technology products, solutions and professional services.

You can choose from 15 service options (known as ‘lots’):

  • Lot 1 Traffic Signal Junctions, Controlled Pedestrian Crossings and Ramp Metering
  • Lot 2 Traffic Monitoring and Traffic Enforcement Cameras
  • Lot 3 Geographic Information Systems (GIS) Data Systems
  • Lot 4 Variable Message Signs
  • Lot 5 Parking and Access Control Systems
  • Lot 6 Environmental Monitoring Systems (fixed and mobile)
  • Lot 7 Urban Traffic Management Control and Common Database Systems
  • Lot 8 Asset Data Capture and Management
  • Lot 9 Street and Exterior Lighting
  • Lot 10 Sustainable Transport Infrastructure
  • Lot 11 Traffic Management Communications
  • Lot 12 Traffic Management Professional Services
  • Lot 13 Ancillary Roadside Equipment
  • Lot 14 Intelligent Transport Systems (ITS)
  • Lot 15 Catalogue providing items within the scope of the above lots

 

The agreement is fully mandated for use across central government and is also available to all wider public sector organisations. You can use this agreement if you work for, or are contracted to, the public sector and are buying goods and services for your UK public sector organisation.

 

We are using the following NEC3 contracts in place of our standard model contract:

  • Supply Contract (Long and Short)
  • Term Service Contract (Long and Short)
  • Professional Services Contract (Long and Short)
  • Engineering and Construction Contract (Long and Short)

The NEC3 family of contracts gives customers quick and simple access to products and services, supporting both simple and complex procurement needs.

Change notes:

Mouchel Limited has been integrated within WSP UK Limited’s business. WSP UK Limited has taken the novated place on lots 12, 14 and 15 with effect from 22 August 2017. Pre-existing customer call-off contracts affected by this change should be novated accordingly by arrangement between supplier and customer.

Crown Commercial Service is aware of 3M United Kingdom Plc’s sale of its tolling and automated licence/number plate recognition business to Neology Inc. Consideration will be given to novating the framework agreement from 3M to Neology once the transition is complete.

Access

There are two options; direct award and further competition.

To use the agreement you should:

  1. Look at the guidance documentation under the Documents tab of this webpage
  2. Consider pre-tender engagement. This can help to define your requirements and create good competition
  3. Decide the best option for your procurement; direct award or further competition
  4. If further competition, issue your Invitation to Tender with a draft copy of the NEC3 contract
    • Once your supplier has been awarded, please complete and sign the NEC3 contract
  5. If direct award, please purchase via the Government eMarketplace.

Further Competition

When running a further competition, you should award on the basis of the most economically advantageous tender (MEAT) and must provide suppliers with the methodology behind the evaluation, including the evaluation criteria and weightings that are applied to each criterion.

You must provide the suppliers with a minimum set of information that can be used to help propose solutions to and price your requirements effectively. Please also issue the relevant NEC3 contract, ensuring Contract Data Part One is completed, with your Invitation to Tender.

The framework uses these NEC3 contracts at call-off:

  • NEC3: Supply Contract (SC)
  • NEC3: Supply Short Contract (SSC)
  • NEC3: Professional Services Contract (PSC)
  • NEC3: Professional Services Short Contract (PSSC)
  • NEC3: Engineering and Construction Contract (ECC)
  • NEC3: Engineering and Construction Short Contract (ECSC)
  • NEC3: Term Service Contract (TSC)
  • NEC3: Term Service Short Contract (TSSC)

Direct Award

An online catalogue is available for direct purchases via the Government eMarketplace.

You will need to register to use the eMarketplace. Learn more and register for the eMarketplace.

  • This option uses a version of the NEC3 Supply Short Contract (SSC) at call-off.

NEC3 Contracts

The NEC3 suite of contracts are used to make transacting simpler and more efficient for all involved.

To view a free, read only copy of a contract:

  1. Visit www.neccontract.com and search for the contract type you require
  2. Add one copy of the eView to the basket
  3. Click on 'View Basket'
  4. Enter the code CCSFM into the coupon/discount box and click 'Apply'. This should give you a 100% discount
  5. Complete the shopping cart process
  6. You will then receive two emails – one telling you how to install the viewing software and a second with the actual files

To obtain your discounted copy of the contract:

  1. Visit www.neccontract.com and search for the contract type you require
  2. Add one copy of the required contract to the basket
  3. Click on 'View Basket'
  4. Enter the code CCS20 into the coupon/discount box and click 'Apply'. This should apply a 20% discount
