Description

GDPR Next Steps and Action Required - STOP PRESS

With the GDPR legislation due to be implemented on 25th May 2018, CCS will need to update the Traffic Management Technology 2 Framework Agreement and the Call-Off Contract template to include GDPR clauses.  This will be done as a Contract Variation and CCS will be asking suppliers to review and accept the changes to their Agreement.

The variation notices will be issued shortly, and we request suppliers review and accept them as soon as possible.  CCS is aiming to complete this activity by the end of April 2018, and any supplier not accepting the variation by then will have to be suspended from the Traffic Management Technology 2.

For customers wishing to sign a new contract prior to the variation being complete, we advise that they add GDPR terms to the order form. The GDPR terms can be based on the PPN 03/17 draft clauses, details of which can be found at https://www.gov.uk/government/publications/procurement-policy-note-0317

This framework agreement gives you access to an extensive range of transport technology products and services, including smart traffic management and traffic data.

You can choose from 15 service options (known as ‘lots’):

  • Lot 1 Traffic Signal Junctions, Controlled Pedestrian Crossings and Ramp Metering
  • Lot 2 Traffic Monitoring and Traffic Enforcement Cameras
  • Lot 3 Geographic Information Systems (GIS) Data Systems
  • Lot 4 Variable Message Signs
  • Lot 5 Parking and Access Control Systems
  • Lot 6 Environmental Monitoring Systems (fixed and mobile)
  • Lot 7 Urban Traffic Management Control and Common Database Systems
  • Lot 8 Asset Data Capture and Management
  • Lot 9 Street and Exterior Lighting
  • Lot 10 Sustainable Transport Infrastructure
  • Lot 11 Traffic Management Communications
  • Lot 12 Traffic Management Professional Services
  • Lot 13 Ancillary Roadside Equipment
  • Lot 14 Intelligent Transport Systems (ITS)
  • Lot 15 Catalogue providing items within the scope of the above lots


The agreement is fully mandated for use across central government and is also available to all wider public sector organisations. You can use this agreement if you work for, or are contracted to, the public sector and are buying goods and services for your UK public sector organisation.


The following NEC3 contracts are used for call-offs:

  • Supply Contract (Long and Short)
  • Term Service Contract (Long and Short)
  • Professional Services Contract (Long and Short)
  • Engineering and Construction Contract (Long and Short)

Change notes:

Crown Commercial Service is aware of 3M United Kingdom Plc’s sale of its tolling and automated licence/number plate recognition business to Neology Inc. Consideration will be given to novating the framework agreement from 3M to Neology once the transition is complete.

Crown Commercial Service is aware of the acquisition of CH2M Hill United Kingdom Ltd by Jacobs Engineering Group Inc. No change has been actioned regarding CH2M Hill United Kingdom Ltd's status on this framework. CH2M Hill United Kingdom Ltd, Company Number 02533469, remains the legal entity that has been awarded to this framework. Invitations to tender and bid responses are to be issued and responded to by CH2M Hill United Kingdom Ltd only and any subsequent contracts are to be formed with CH2M Hill United Kingdom Ltd until otherwise notified by Crown Commercial Service.

Incotex Electronics UK Ltd has been removed from this framework by mutual consent. This takes effect from 5th December 2017.

Mouchel Ltd has been integrated within WSP UK Ltd’s business. WSP UK Ltd has taken the novated place on lots 12, 14 and 15 with effect from 22 August 2017. Pre-existing customer call-off contracts affected by this change should be novated accordingly by arrangement between supplier and customer.

Relish Networks Plc has been removed from this framework by mutual consent. This takes effect from 20th October 2017.

Crown Commercial Service is aware of the management buyout of Rennicks (U.K.) Limited. Consideration will be given to novating the framework agreement.
