Description

The Management Consultancy framework (MCF) provides a compliant, cost effective way for central government and the wider public sector to access a variety of consultancy advice from a wide range of suppliers.

Lot 1 of the Management Consultancy framework was not awarded. A further procurement will be run on business consultancy, where the scope will be broader, to ensure that the framework can meet all of our customers needs. The prior information notice (PIN) had been pubished and further details can be found on the "Procurement pipeline" page.

CCS has a Corporate Finance Services framework RM3719 which may be best suited to your requirements.

Access

Should you wish to access the Management Consultancy framework there are a number of helpful documents and templates available on the website in the "Documents" tab. It is recommended that you read the guidance document prior to using the framework.

A number of customers including central government departments and the NHS require approval prior to spending on consultancy. You may want to check your own internal policies and controls processes to ensure adherence to your standard operating procedures.

Further competition is the default route to market under this framework. See Schedule 5 of the Framework Agreement for details of the call-off procedure.

The Supplier Specialisms Matrix sets out services by lot and supplier, to clarify the capability offered. This may aid with call-offs from the agreement.

Savings

The maximum day rates which can be charged under this framework have been fixed for the entire four years of the agreement following an open procurement to achieve market competitive rates.

Further competition provides suppliers the opportunity to reduce these market rates further. 

In addition to time and materials “day rates” the framework allows for alternative pricing methods such as fixed price and risk / reward.
