The Specialist Courier Services Framework (RM3799) has been developed in collaboration with YPO and gives customers from all areas of the public sector access to a variety of specialised courier services. Suppliers on the Specialist Courier Services framework specialise in the movement and storage of items subject to strict transport regulation.

The scope of services is separated into the following 7 Lots:

  • Lot 1: Class 6.2 Infectious Substances (Category A and Category B), Non-Infectious Substances, Biological Substances, Blood and Tissue

Suppliers on Lot 1 provide collection and delivery for biological substances such as microorganisms, clinical samples, pathogens, infectious and non-infectious substances and more. For a full list please download a copy of the Framework Specification Of Services from this webpage.

  • Lot 2: Controlled Drugs and Pharmaceuticals

Suppliers on Lot 2 deliver a full suite of service lines capable of fulfilling the broad range of requirements for the secure collection, transportation and delivery of controlled drugs and pharmaceuticals. Items covered by the scope of this framework lot include but are not limited to: pharmaceutical products; controlled drugs (including drug precursors); medical supplies and associated equipment.

  • Lot 4: Explosive Substances (Class 1) and Firearms

Suppliers on Lot 4 provide courier collection, transportation and delivery of explosive substances and articles (UN Class 1) and firearms. Typical loads include:

1. UN Class 1 High Consequence Explosive Substances and articles
2. UN Class 1 Explosive Substances and articles and articles division 1.1-1.6
3. Section 5 Firearms
4. Section 1 Firearms
5. Section 2 Firearms
6. Handguns for humane dispatch
7. Small arms ammunition
8. CS Gas and PAVA Spray
9. Chain of custody transportation service and services

  • Lot 5: The Haulage, Storage and Disposal of Seized Goods

Suppliers on Lot 5 provide a suite of service lines suitable for public sector organisations that require the secure and safe transport and storage of items that have been seized from their original owners by the authorities. Such items may include, but are not limited to: electrical items; counterfeit items; high value items; illicit or illegal material or substances; alcohol; tobacco; offensive weapons.

The core requirements under this framework lot are defined but not limited to:

1. Collection and haulage of seized goods, in various size(s) and quantities, from the point of collection and transportation to a storage facility
2. Collection and haulage of seized goods in various size(s) and quantities from the point of collection and transportation to a facility for disposal
3. The secure storage of seized goods on behalf of the Contracting Authority whilst awaiting further instructions (typically for disposal or movement to another facility)

  • Lot 6:  The Haulage, Storage and Disposal of Vehicles

Suppliers on Lot 6 provide a suite of service lines to provide haulage, storage and disposal of vehicles seized by the authorities. Vehicles may be disposed of by sale at auction or broken down for recycling or scrap. A range of vehicles sizes may be moved including, but not limited to:

1. Vehicles (including cars, motorcycles, pushbikes, quad bikes)
2. Commercial vehicles (including light, heavy and tankers)
3. Vessels (including boats, canoes, jet skis)
4. Caravans and motor homes
5. Plant, machinery
6. Trailers of all sizes
7. Vehicle components
8. Aircraft

  • Lot 7: Radioactive Materials (Class 7)

Suppliers on Lot 7 provide courier services for the collection and delivery of radioactive materials (class 7). Service lines include same day delivery, next day delivery on a scheduled or ad hoc basis.

Customers using this Framework Agreement are only able to award following a further competition exercise.

This framework is open to all public sector organisations including central government departments, health authorities and the wider public sector.


Increased Efficiency

RM3799 Specialist Courier Services Framework Agreement provides the public sector with a route to market that is compliant with EU procurement regulations. Pre-fabricated template RfQs are available through the CCS eSourcing system and the framework offers one set of contractual terms and conditions developed specifically for public sector bodies.

A High Quality Service

Suppliers’ experience, expertise and commitment to quality are assessed at the time of the initial procurement. Suppliers have been rigorously evaluated with a high emphasis on quality (90% Quality : 10% Price).

By Public Sector, for Public Sector 

The framework scope has been developed following an extensive process of engagement with a wide range of public sector stakeholders. The input from our stakeholders has helped to produce a framework specification of services that covers a wide range of specialist courier requirements from across the public sector.

Supporting the SME agenda

With over 50% of the framework suppliers being classed as small or medium enterprises (SMEs) this framework supports the government’s SME policy and ambitions to ensure that £1 in every £3 is spend with SMEs. CCS will also be working with framework suppliers to develop visibility of their supply chain to better improve the visibility of government expenditure with SME providers.

Value for money

Aggregation of spend and leverage of the government requirement to deliver better value for money and cashable savings for the public sector. CCS will be working with framework suppliers to realise savings of 15% of customer expenditure by developing greater visibility of pricing and service delivery procedure.

Accessing Framework Prices

To gain access to the Framework prices please complete a Customer Access Agreement (CAA), which is available for download from the Documents section of this webpage. Once complete, please return your CAA to CCS by email to courierservices[at][dot]uk.

All prices provided are maximum payable rates chargeable under the terms of RM3799. At the time of further competition, the bidding suppliers should offer your organisation prices that are equal to, or less than, the maximum payable framework prices.

Direct Award is not permissible on this framework agreement. Customers may only award a call off agreement to a framework supplier following a further competition exercise, inviting all capable suppliers under the relevant lot(s).

During the lifetime of this framework agreement CCS will be working with framework suppliers to identify savings opportunities. Savings of 15% of customer spend are anticipated through this framework agreement.

It was established that public sector organisations required a consistent, EU compliant route to the market for the provision of courier services for packages containing dangerous or hazardous items. CCS has worked in collaboration with YPO to replace the existing courier services framework agreement including the scope of services previously covered by Lot 4 of RM1006 (dangerous & hazardous items).

Suppliers on the Specialist Courier Services framework agreement provide collection and delivery services for items classed as dangerous or hazardous according to the ADR regulations. In doing so, RM3799 replaces the services that were previously available under Lot 4 of the now expired RM1006 Courier Services framework agreement.

The duration of the Specialist Courier Services framework agreement is 3 years and CCS have an option to extend for a further 12 months. The main objective was to create and develop a new agreement that would:

  • Provide customers with a high quality arrangement which would meet the needs of all public sector customers
  • Deliver value for money
  • Provide the potential for customers to benefit from economies of scale
  • Deliver the government SME agenda by supporting the government’s drive for £1 in every £3 to be spent with SMEs
  • Enable suppliers to use their expertise to help customers improve efficiency and achieve best value

How was the agreement developed?

CCS has invested significant time in terms of market and stakeholder engagement in order to understand changes to the courier market as well as future public sector requirements.

Engagement of both the market and stakeholders (central government and the wider public sector) has informed us that the services within the legacy frameworks remain an intrinsic requirement across the customer base. Therefore, Specialist Courier Services was developed and provides customers with a compliant route to market.

In order to expedite growth within the wider public sector in particular, we have a strategic partnership agreement (also known as a Commercial Agreement) with YPO.
