This is an NHS Improvement approved framework

This agreement is for the supply of agency nurses and social care workers, covering the full range of job roles and bands. Prices are provided on the basis of hourly charge rates for each job role. Pricing includes all costs so there are no hidden extras.

The framework is designed principally for the NHS, but is accessible by all central government departments and wider public sector organisations. 

The services covered by the framework have been categorised into five lots:

  • Lot 1 Neutral Vendor: these services are for the management of supply from high quality employment businesses of fully vetted agency nursing and social care workers for hire on temporary assignments or contracts. The awarded supplier(s) will be responsible for the compliance of the employment businesses used with regards to all the relevant terms and conditions of the framework agreement and with all legislative and regulatory requirements. Awarded suppliers are NOT eligible to supply agency nurses and social care workers registered with themselves as an employment business. For the contracting body receiving the services, the provision will be seamless. You will contract only with the awarded supplier and not with the employment businesses directly. The neutral vendor supplier will charge an hourly transactional fee in addition to the hourly charge rate for the temporary worker. Supply is for the entire UK.
  • Lot 2 General: these services are for the supply of fully vetted registered agency nurses, dental nurses and clinical support workers for hire on temporary assignments or contracts within a general hospital setting.
  • Lot 3 Mental Health: these services are for the supply of fully vetted registered agency nurses, mental health practitioners and clinical support workers for hire on temporary assignments or contracts within a mental health hospital or community mental health services settings.
  • Lot 4 Community: these services are for the supply of fully vetted registered agency nurses, qualified social workers, home & residential carers and clinical support workers for hire on temporary assignments or contracts within a community service and/or social care setting.
  • Lot 5 Specialist (Midwifery/Critical): these services are for the supply of fully vetted registered agency nurses, midwives and theatre practitioners for hire on temporary assignments or contracts within critical care, theatre, maternity services and/or community service settings.

Lots 2 to 5 are each divided into regions with suppliers awarded to each region. Suppliers may have been awarded to multiple lots and multiple regions:

  • London
  • South East & East of England
  • South West & South Central
  • Northwest, Yorkshire & Humber
  • The Midlands & Wales
  • Northeast, Scotland & Northern Ireland

Access

You can access the agreement in three ways:

Option 1: Direct Award 

  • Contracts can be directly awarded from the list of successful suppliers. 
  • Rate cards are available in our eSourcing tool.

Option 2: Further Competition

  • Contracts can be awarded following a further competition where all suppliers in that particular lot and region are invited to compete for specific customer(s) requirements.
  • You can use our eSourcing tool to run a further competition. 
  • You can also choose to run your own further competition and can contact us and/or your NHS Regional Procurement Hub for support.

Option 3: eAuction

Details of the call-off ordering process can be found at schedules 4, 5 and 6 of the framework agreement.

The framework has been created to provide for maximum capped prices which are expected to be leveraged on the basis of volume offered through further competitions or direct award.

There is no restriction on the value of contracts that may be sourced through this framework.

Savings

Savings are calculated on the basis of comparing prices paid under the new framework compared to baseline 2009/10 prices. The unit of price is the total charge per hour for any job role.

Details of actual savings achieved will be updated throughout the duration of this contract.

Background

The Agency Nurses and Social Care Workers framework was developed to support organisations in the NHS, wider public sector and central government.

The agreement is available to all, but is primarily aimed at the NHS.

It was developed following stakeholder engagement sessions including a wide variety of input from NHS Employers, Department of Health, NHS trusts and suppliers. Stakeholder personnel experience ranged from qualified nurses and temporary staffing managers to regional clinical procurement specialists.
